Hail left the Decepticons, tiring of the seemingly pointless Autobot/Decepticon Wars. He joined Spectral Death as a place of stay more than any other reason. Like his name, he is cold and careless, damaging whatever happens to be below him while in flight. A constant talker, usually to himself, he describes what he shall do to victims when caught in his storm. This rtait seems to make him get along well with both Jupitor and Bataract. Follows Xaraxus' orders mainly because he doesn't have anything better to do.

When in an atmosphere, he is at his most lethal. Can charge the skies, causing ferocious storms that devastate entire cities. When out of such an enviroment, he is armed only with standard laser cannons. In robot form, he is equipped with arm mounted laser cannons, and has moderate strength. When in jet form, he can reach a maximum speed of mach 3, and launch sidewinder missiles.

Hail is not very effective outside of an atmosphere, this makes him much more vunerable to attack. Missile hardpoints can sometimes jam, acusing the missile to explode while still onboard, which can cause signifigant damage.
