Toom is an empty cold-hearted beast. He feels little else than the urge to destroy. With an intelligence barely above that of a drone, he only follows the orders given to him by the first life he has seen, Xaraxus. Toom was programmed to hate LONAC with every fiber of his being, and having his face in the likeness of LONAC's symbol only fuels his hatred.

In robot mode, Toom carries his tank turret as a gun. He often sets the power too high causing him to fall over from the back blast. He is not very agile, but can sustain a seemingly fatal amount of damage before going temporarily offline. In tank mode, Toom uses the full power of his turret. His aim is less than perfect and his speed is only average.

Toom was created by Spectral Death to increase the power of the front line defense. In addition, Xaraxus felt that Toom would create psychological terror in LONAC members due to his seemingly invulnerability.
